This doesn't really need to be said, but after giving it some thought I decided to state it officially.
Null Humans PCs do NOT require a history at all, but I'm making you all do sheet! (I know I'm evil hehe) just so that the Admins can see if the character is of age, you can reserve your model/ghost tag. They are auto approved on submission so even if they are just sitting in character submission feel free to do with them what you want.
Null Human NPCs do not require a sheet at all, the NPC submission board is more for Gifted/Lycan/Vampire NPCs used for leveling up your characters.
